Pragma's Partner, Alyona Shulima, Chair of the Subsoil Use Committee at the Ukrainian Chamber of Commerce and Industry, took part in Mining Day, an industry event organized by the European Business Association dedicated to key challenges and prospects for Ukraine's extractive industry.
Organizational partners this time were the Ukrainian Chamber of Commerce and Industry and the Association of Gas Producers of Ukraine.
Alyona Shulima moderated the panel “Subsoil Use Without Illusions: Complex Issues Made Simple,” covering the industry's most pressing problems and possible ways to address them.
Yegor Perelygin, Deputy Minister of Economy and Environment, addressed war risk insurance: the market is undercapitalized and reinsurance is too costly amid a capacity shortage. He said the state should offer a “first-loss” guarantee for the insurance layer.
Rishad Aliyev, First Deputy CEO of UMCC Titanium and Head of Investor Relations at NEQSOL HOLDING, said the company continues to invest in Ukraine, having acquired UMCC Titanium, now operating and exporting. He noted export regulation on zircon and rutile concentrates cost the company ~$35 million in foreign currency revenue.
Mykhailo Heichenko, General Director of UkrLithiumMining, emphasized the need for automatic extension of work-program terms, special permits, and the EIA procedure – during martial law and after – plus creating processing clusters.
Yuliia Lushpiienko, Head of Legal at BGV GROUP MANAGEMENT, noted that international partnership is now effectively the business strategy itself for Ukrainian mining projects, raising them to international standards in governance, ESG, and global markets.
Dmytro Makarenko, Head of StateGeoCadastre, spoke about closer cooperation with government bodies and announced a platform for collecting problematic issues from business associations.
Oleh Bondarenko, Chair of the Verkhovna Rada Committee on Environmental Policy and Nature Management, agreed on the need for a new approach to updating EIAs for sites idle due to the invasion, and said extending permits two years past martial law still has both supporters and opponents in the Rada.
Summing up, Alyona Shulima noted that Mining Day 2026 EBA was a unique experience of bringing together three business platforms in the subsoil use sector – the European Business Association, the Association of Gas Producers of Ukraine, and the Ukrainian Chamber of Commerce and Industry – confirming shared industry issues and readiness to address them.
