Alyona Shulima, Pragma’s Partner, Ph.D., has participated in a series of events on the new climate policy held in Kyiv this June.

On June 7, 2024, a roundtable titled "New Climate Policy as a Challenge and Opportunity for Ukraine" was organized by the Parlament’s Committee on Environmental Policy and Nature Management.

During the roundtable, discussions covered topics such as the draft Law of Ukraine "On the Basic Principles of State Climate Policy," the implementation of an emissions trading system for greenhouse gases, changes in greenhouse gas emissions taxation considering CBAM mechanisms (including the introduction of CBAM mechanisms for the export of certain categories of goods from Ukraine to the EU), the decarbonization of Ukraine's economy, the alignment of climate policy with state energy policy, and the reform of carbon emissions taxation.

The roundtable included representatives from the Ministry of Environmental Protection and Natural Resources of Ukraine, the Ministry of Energy of Ukraine, the Ministry of Finance of Ukraine, the State Agency on Energy Efficiency and Energy Saving of Ukraine, the Research Service of the Verkhovna Rada of Ukraine, the European Business Association, the Ukrainian Chamber of Commerce and Industry, the Federation of Employers of Ukraine, the Association of Ukrainian Cities, as well as other public organizations and businesses.


On June 21, 2024, a meeting of the Committee on Ecology and Green Economy of the Federation of Employers of Ukraine was held on the topic "Preparing the Business Position on the Provisions of the Draft Order of the Cabinet of Ministers of Ukraine 'On Approval of the Strategies for Implementing the Emissions Trading System in Ukraine until 2033.'" During the meeting, representatives of the Ministry of Environmental Protection and Natural Resources, the Office of Green Economic Transition at the Ministry of Economy, and business representatives presented their views on the features of implementing the ETS in Ukraine and a range of other climate policy challenges on the path to Ukraine's integration into the EU.


"Today's discussion of the entire spectrum of new climate policy issues indicates that state authorities, businesses, and Ukraine as a whole are embarking on a new development path that must be based on a combination of economic and environmental components. This path will be complex, challenging, and requiring significant expert involvement," says Alyona Shulima.
